Whilst the law is not specific on rodents, the law does state that landlords have a responsibility for the property to be habitable for the tenant - which would reasonably imply being free from rodents. Also a newer piece of legislation, the Homes (Fitness for Human Habitation) Act 2018, was introduced to ensure rental properties are safe, healthy and free from things that could cause serious harm. This is similar for slugs in rentals.
