Following the Tenant Fees Act 2019, a letting agent cannot make a tenant pay for an inventory to be completed. Landlords or letting agents that do charge tenants for such services can be fined £5,000 for a first offence.
However, if an inventory of the property is not arranged and you would like to have one completed there is nothing stopping you from sourcing an inventory clerk yourself.
