A tenancy agreement is between a landlord and a tenant. Whilst a permitted occupier is authorised by the landlord to live at the property, they are not entering into an agreement with the landlord and are the responsibility of the tenant. The permitted occupier does not need to sign a tenancy agreement. However, the landlord can permit the occupier from living at the property by confirming it in the tenancy agreement.
